A complaint has been filed with a police force regarding a video circulating online depicting an officer restraining a suspect near the neck area. The viral video captured a group of Merseyside Police officers detaining a young man outside a residence, with four officers seen leading the suspect out of a house and pinning his arms behind his back before bringing him to the ground.
In the footage, one officer appears to strike the suspect’s head, and a woman seated on garden furniture is also detained by two officers. Simultaneously, in the background, other officers are arresting a second individual. The person recording the video, standing in a neighboring property’s front garden, moves closer to film an officer with his hand on the suspect’s neck.
Audible in the video, the woman recording shouts “disgusting” and urges the officers to release the suspect from his neck restraint. She later points out that the suspect mentioned he couldn’t breathe due to the pressure on his neck. The incident unfolded on Gilbert Street in Liverpool’s Baltic area before 1 pm on Monday.
In response to the incident, a Merseyside Police spokesperson stated that due to the receipt of a complaint, they cannot provide further comments at this time. The internal handling of the complaint indicates that the Independent Office for Police Conduct (IOPC) is not currently involved. However, two men were arrested, and a woman was charged after officers conducted a stop check, leading to the seizure of several vehicles.
A 22-year-old man was arrested for alleged possession of criminal property and intent to distribute a controlled substance, while a 24-year-old man was arrested for obstructing a constable. Additionally, Rachael Taylor, 50, was charged with assaulting a constable and drug possession. She is scheduled to appear at Liverpool Magistrates’ Court on July 17 for further proceedings.
