“UK Tightens Rules on Foreign Political Donations”

Published on

Donors who relocate to the UK will now face restrictions on making large political contributions for a minimum of one year to prevent foreign funds from influencing elections. New measures are being implemented to strengthen the existing cap on political donations exceeding £100,000 from international donors. Individuals returning to the UK will be subject to this restriction for at least a full calendar year to prevent circumvention of the regulations, regardless of their voter registration status overseas.

For instance, if a donor moves to the UK in July 2026, they will need to reside in the country for the rest of 2026 and the entire calendar year of 2027 before being allowed to contribute above the set limit starting January 1, 2028. These changes are expected to impact Reform UK, which has received significant donations from Christopher Harborne, a cryptocurrency billionaire based in Thailand. Harborne’s recent registration as a voter in the UK has raised concerns about foreign contributions to political parties.

In addition to these modifications, stricter scrutiny will be applied to corporate donations, and enhanced transparency requirements will be imposed on candidates. Loopholes that could potentially be exploited by those attempting to interfere in UK elections will also be closed. The reforms are part of the Government’s response to a review conducted by former senior civil servant Philip Rycroft on foreign financial interference, with the full details set to be released on Monday as amendments to the ongoing Representation of the People Bill.

The legislation will alter the eligibility criteria for companies making political donations and cap contributions from overseas voters at £100,000 annually. According to reports, political parties and politicians could face fines up to £20,000 or even imprisonment for up to seven years if they fail to verify compliance with the new donation regulations.

Company donations will be restricted based on their profits to ensure that only legitimate businesses with UK ties can contribute in a transparent and accountable manner that accurately reflects their financial standing. In a separate development, cryptocurrency donations to political entities have been temporarily halted pending further regulatory oversight by the Electoral Commission and Parliament.

Steve Reed, the Communities Secretary, emphasized the importance of safeguarding British democracy from undue influence, stating that the new rules will combat illicit funding, prevent foreign interference in elections, and uphold the integrity of the democratic process. Recent data revealed that a significant portion of donations to Reform UK last year came from individuals with offshore connections, highlighting the need for tighter controls on foreign funding.

Reform UK’s fundraising efforts this year have surpassed those of major parties like Labour and the Conservatives, with Keir Starmer’s party raising £4 million and the Tories receiving £4.2 million during the same period. In comparison, the Green Party secured £263,884 in donations, while the Liberal Democrats obtained £3,019,235.
