Federal Conservatives have called on the Carney government to reveal details about the recent $2.3 billion military satellite agreement with Telesat. This request sets the stage for a potential intense political clash in the coming months. The opposition is urging transparency regarding the contract and measures taken to avoid any conflicts of interest involving Prime Minister Mark Carney.
The initiative to provide advanced, secure communication capabilities for the Canadian military in the Arctic had been delayed for many years before being formally initiated last week. Concerns arose due to the longstanding friendship between Carney and Telesat CEO, Dan Goldberg, sparking discussions and apprehensions among conservative commentators on social media.
James Bezan, the Conservative defence critic, emphasized the importance of swiftly equipping the military with satellite capabilities while underscoring the need for additional public reassurance, especially given the rapid contract award process over several months. Bezan stressed the significance of trust and transparency, calling for the contract, its terms, and the decision-making process up to the prime minister and cabinet level to be disclosed.
However, the confidentiality surrounding corporate contracts and cabinet deliberations is deeply ingrained in the federal government and safeguarded by legal provisions. Cabinet confidentiality shields the reasons behind project selections, while commercial exemptions keep contract specifics confidential. Independent bodies like the auditor general or parliamentary budget officer are often relied upon by the public and opposition MPs to retrospectively assess the value of taxpayer funds.
The last significant showdown over cabinet confidentiality and document access occurred two years ago during a dispute over Sustainable Development Technology Canada. The opposition, led by the Conservatives, successfully pushed for Parliament to receive internal files related to the foundation. The battle concluded with a ruling favoring the opposition, asserting Parliament’s authority to demand documents supersedes cabinet confidentiality and privacy laws.
Bezan called for a thorough examination of the Telesat deal due to Carney’s friendship with Goldberg, questioning the application of ethics screens and Carney’s involvement in decision-making processes. In response, the Privy Council Office affirmed that the contract award followed proper procedures and highlighted Carney’s adherence to a conflict-of-interest protocol.
Goldberg clarified that Carney played no role in awarding the contract, expressing frustration with the opposition’s assertions. He pointed out that the Arctic satellite network initiative was initially proposed by the Harper government in 2008, underscoring the rigorous selection process undertaken to meet military requirements.
Additionally, concerns were raised by Conservatives regarding a $600 million contract awarded to Telesat to enhance broadband connectivity in the Far North through the federal Universal Broadband Fund. Supply chain challenges due to the COVID-19 pandemic led to delays, prompting a restructuring of the program with MDA Space becoming the new prime contractor. Despite the hurdles, Telesat remains committed to delivering the satellite system by 2028, as per the renegotiated agreements in 2024.
Goldberg expressed pride in Telesat’s role in delivering the critical capability, ensuring early delivery, and providing value to Canadian taxpayers. He emphasized that the procurement process was conducted rigorously and independently.
