Prime Minister Mark Carney has emphasized that Canadian trade negotiators are currently engaged in discussions with U.S. counterparts on various key sectors, including automobiles, as the deadline for U.S. President Donald Trump’s upcoming round of tariffs approaches. Carney expressed his concern for addressing all aspects covered under Section 232 during an event in Toronto. Section 232 refers to the legislation enabling Trump to impose tariffs on crucial sectors like aluminum, steel, and auto parts, citing reasons of national security threats identified by the U.S. Commerce Department.

Canadian Trade Minister Dominic LeBlanc and chief negotiator Janice Charette have returned to Washington for further talks this week. Carney noted his active participation in these negotiations. Reports from The Globe and Mail suggested discussions on steel and aluminum export quotas to reduce U.S. tariffs, but government sources disclosed to CBC News that this did not reflect the current negotiation status due to the sensitive nature of the talks.

LeBlanc and Charette recently met with industry figures like Jay Timmons, CEO of the National Association of Manufacturers, as well as senators from North Dakota and Tennessee. The possibility of another meeting between LeBlanc and U.S. Trade Representative Jamieson Greer remains uncertain. Carney asserted that there is still time for constructive negotiations on various issues, emphasizing the need to address all strategic sectors.

The looming Aug. 19 deadline for the U.S. to impose 50% tariffs on a portion of Canadian exports has led to concerns. Greer has defended these potential tariffs as part of a broader strategy to tackle the U.S. trade deficit. Carney has labeled the trade deficit as a “national emergency,” prompting a call for tougher responses to potential tariffs. Collaboration between Canadian and U.S. officials has intensified in recent weeks, with a focus on resolving trade discrepancies.

Carney has hinted at retaliatory measures if additional tariffs are imposed but expressed reluctance to leverage Canadian energy exports in negotiations. Despite Canada’s efforts to address trade concerns raised by the U.S., progress seems limited. Greer acknowledged Canada’s actions in rolling back certain policies but suggested that reversing problematic decisions may not suffice to appease the situation.
