A Saskatchewan man has been charged with allegedly engaging in cattle brand fraud, shedding light on the critical role of the Saskatchewan RCMP’s lone livestock investigator, Cpl. Owen Third. Third assumed this specialized position in 2023 following over 18 years of service with the RCMP. He emphasizes the importance of educating producers and supporting various detachments across Saskatchewan due to the lack of resources and expertise in many areas.
In his capacity, Third handles criminal investigations, while Livestock Services of Saskatchewan (LSS) manages the province’s Animal Production Act and offers livestock inspection and identification services. Collaboration between Third and LSS is common during investigative processes. Jason Pollock, CEO of LSS, commends Third for his consistency and dedication, highlighting the gap in agricultural knowledge among many RCMP officers in Saskatchewan.
The recent charges stemmed from a tip received by LSS, leading to an investigation at a farm in the rural municipality of Martin. A total of 197 cattle, including cows and calves, were inspected, revealing instances of altered and fraudulently branded animals. Third refrained from specific comments on the ongoing investigation but acknowledged the civil implications often accompanying such cases.
Third, one of just four RCMP livestock investigators nationwide, is poised to remain busy with numerous referrals and complaints in Saskatchewan. Despite the relatively low frequency of incidents, the financial impact can be substantial for those involved, as noted by Pollock. The unfolding legal proceedings are expected to provide further insights into the intricacies of the case.
