Brazilian Victim’s Family Surveilled After Police Killing

A relative of an innocent Brazilian individual who was tragically killed by a police officer in a mistaken anti-terror operation expressed her disbelief upon discovering that undercover officers had been surveilling her family after the incident. Patricia Armani Da Silva shared her dismay during a public inquiry regarding the events following the death of Jean Charles De Menezes at Stockwell underground station in South London on July 22, 2005. She described the surveillance of their justice campaign as unsettling.

Jean Charles, an innocent electrician, was fatally shot seven times in the head by police the day after being wrongly identified as a suspect in a failed terrorist attack. Following the shooting, Metropolitan Police Chief Sir Ian Blair initially connected the incident to an ongoing anti-terror operation. However, it was later acknowledged that Jean Charles, 27, was mistakenly shot. Despite this, false narratives persisted about his actions before the shooting.

In the ongoing Undercover Policing Inquiry, it was revealed that the Metropolitan Police deployed multiple undercover officers to monitor the family’s pursuit of justice. Ms. Armani Da Silva expressed her distress over this intrusion, stating that the presence of undercover officers at their meetings was deeply disturbing and upsetting. She criticized the police for killing Jean Charles and then attempting to gather information about their activities.

The current phase of the inquiry is scrutinizing the activities of the secretive Metropolitan Police Special Demonstration Squad (SDS) between 1993 and 2007. Ms. Armani Da Silva voiced feeling disrespected by the police’s treatment of her family following Jean Charles’ death. She emotionally recounted the lack of communication from authorities, revealing that they were initially misinformed about Jean Charles’ fate.

In a witness statement, Ms. Armani Da Silva disclosed that the family was initially misled about Jean Charles’ situation, claiming they were informed of his arrest for terrorism offenses while he had actually been shot and killed. She detailed the police’s actions of isolating family members in a hotel and restricting communication with the outside world, which she perceived as manipulative.

The family’s campaign sought justice for Jean Charles and sought transparency about the circumstances surrounding his death. Despite no officers being prosecuted for the killing, the Metropolitan Police faced penalties for breaching health and safety regulations. In a subsequent human rights challenge, the family’s attempt to hold police officers accountable for the fatal shooting was unsuccessful.

The inquiry also delved into allegations of misconduct by male police officers, including the use of fake identities and infiltration of political campaigners. They were accused of spying on various justice campaigns, including those related to the family of Stephen Lawrence.
