Furious Members of Parliament have criticized Yvette Cooper for revealing significant reductions in international aid to bolster a substantial increase in defense expenditure. The Foreign Secretary disclosed that funding would be withdrawn from initiatives in Afghanistan, Somalia, and Yemen, acknowledging the necessity of making tough decisions and trade-offs. Cooper highlighted that conflict areas like Ukraine, Palestine, Sudan, and Lebanon would take precedence.
The move was deemed essential to finance the largest surge in defense spending since the Cold War. Cooper addressed the Commons, noting that allied nations such as Germany, France, and Sweden had made similar decisions, framing it as a pragmatic response to global threats.
The UK’s foreign aid budget is set to drop from 0.5% to 0.3% of gross national income by 2027, resulting in a reduction of over £6 billion from expenditures. This adjustment from the previous 0.7% level, maintained for more than a decade, is intended to be temporary until economic conditions permit a return to the 0.7% target.
The announcement includes a £874 million cut in bilateral aid to Africa by 2028, representing a 56% decrease. Additionally, funding for the Global Polio Eradication Initiative will cease, although efforts to combat polio will continue through alternative means.
Critics have raised concerns that the reduction in overseas aid could diminish the UK’s global influence, potentially creating opportunities for other nations like Russia and China to expand their roles. Labour MP Sarah Champion emphasized that these cuts may compromise global defense efforts, exposing vulnerabilities worldwide.
Liberal Democrat Monica Harding lambasted the government, comparing the cuts unfavorably to previous administrations, calling it a “shameful moment” and “strategically illiterate.” The decision has faced strong opposition, with some labeling it as “death sentence cuts” that could have severe repercussions.
Despite the changes, a focus on prioritizing support for women, girls, and education in conflict zones was highlighted. Cooper affirmed the UK’s commitment to leading international efforts on climate change and biodiversity conservation, with an emphasis on leveraging private investments.
The Foreign Secretary assured that countries with critical humanitarian needs would receive priority assistance, including substantial support for conflict-affected regions. Specific nations like Ukraine, Sudan, Palestine, and Lebanon will retain their funding levels, while other countries will experience reductions in direct bilateral aid.
Cooper explained the decision to phase out traditional bilateral funding for G20 countries, underscoring the ongoing support for Yemen, Somalia, and Afghanistan through various programs. Countries like Pakistan and Mozambique will remain development priorities, albeit with reduced direct grant funding. Additionally, an £11 million increase in funding for the BBC World Service was announced to combat misinformation.
Despite the challenges posed by a reduced budget, Cooper reiterated the UK’s commitment to focusing aid on the most vulnerable populations and maintaining a significant role in global development efforts. She emphasized that the UK will leverage its international leadership, including the upcoming 2027 G20 presidency, to influence the global development agenda.
The government’s strategy will involve collaborating with organizations like Gavi, the Vaccine Alliance, to save lives and address pressing global challenges. However, critics have expressed concerns about the potential consequences of such substantial aid cuts on healthcare, education, and humanitarian assistance, warning of risks to public health and stability in developing nations.
