Housing Secretary Angela Rayner has dismissed the idea of implementing rent controls in England as part of Andy Burnham’s efforts to address the rising cost of living.

Rayner stated that the Renters Rights Act is already making a significant impact on the housing market by enabling individuals to challenge rent increases through tribunals and averting bidding wars for rental properties.

During an interview on BBC Breakfast, Rayner expressed that rent controls, similar to those in Scotland, are not under consideration as they have not proven effective in lowering rents. She emphasized that a more effective approach is needed to stabilize the rental market.

Although the new Prime Minister previously advocated for rent freezes during his tenure as Greater Manchester Mayor, current plans do not include rent control measures such as capping price increases or freezing rents temporarily.

Temporary rent controls were enforced in Scotland in 2022 but expired last year. Future legislation in Scotland will grant ministers the authority to designate rent control areas, with councils empowered to limit rent hikes on certain properties to a maximum of 6%.

While London Mayor Sadiq Khan and Green Party leader Zack Polanski support actions to address rent issues, landlord associations caution that such measures could deter property rentals, impacting housing supply.

Rayner, who recently rejoined the Cabinet after a period on the backbenches, acknowledged the challenges in meeting the government’s pledge to construct 1.5 million homes by the end of the current parliamentary term. She acknowledged the escalating construction costs as a significant obstacle to achieving this goal.

Despite the difficulties, Rayner affirmed her commitment to the target, likening it to a personal challenge like running a marathon in under five hours. She emphasized her determination to meet the housing construction target, stating that she is undeterred by skepticism and is driven to succeed.

Prior to assuming office, Mr. Burnham pledged to launch the largest council house building initiative since the post-war era, citing a housing crisis that was straining public finances. While details are yet to be provided, Burnham previously proposed constructing half a million social homes by 2030.

Burnham has also raised the prospect of reforming property taxation and has advocated for abolishing stamp duty in efforts to address housing challenges.
