The Canadian government has communicated with the United Nations expressing ongoing concern for the safety of Sikh activist Moninder Singh based in British Columbia and is actively addressing credible threats posed by foreign entities targeting individuals on Canadian soil.

This assurance follows a plea from five UN special rapporteurs to Canada in June, seeking information and urging preventive action to avert what they described as an imminent danger to the lives of Singh and his family. The rapporteurs requested expedited investigations into the allegations, accountability for perpetrators, and details on Canada’s threat assessment and protective measures for Sikhs in the country.

In response to the UN, Canada affirmed its commitment to addressing all credible threats within its borders, particularly those targeting Moninder Singh, his family, and his advocacy work, as well as expressing concern over the death of his associate, Hardeep Singh Nijjar. The government highlighted its proactive measures to detect, disrupt, and deter transnational repression both online and offline, while enhancing support and safeguards for individuals in Canada vulnerable to such threats.

The government cited a 2024 public statement by the Royal Canadian Mounted Police (RCMP) warning of a threat from the Indian government, which emerged from law enforcement investigations. However, recent RCMP statements have been perceived as contradicting the allegations made in the 2024 warning against India. Notably, the Indian government has denied involvement in the assassination of Nijjar in Surrey, B.C., in 2023 or any other violent incidents in Canada.

In its communication to the UN, Canada referenced the 2024 RCMP statement and a 2025 report from the Canadian Security Intelligence Service identifying India, China, Russia, Iran, and Pakistan as the primary perpetrators of foreign interference against Canada. Moninder Singh welcomed Canada’s response to the UN, emphasizing the importance of acknowledging state-sponsored threats against Sikh activists as a positive step.

Regarding operational matters, the Canadian government informed the UN that it continuously works to identify, assess, and address threats from foreign states, leveraging the authorities under the CSIS Act when needed. This includes investigative actions, advisories, and interventions to counter threats against individuals in Canada.

Notably, the RCMP and law enforcement partners have identified credible and imminent threats to life, prompting the issuance of ‘duty to warn’ notifications to members of the South Asian community, specifically those associated with the pro-Khalistan movement. Moninder Singh has received multiple ‘duty to warn’ letters, with the latest issued in February 2026 amid efforts to normalize diplomatic relations with India.

While details of the response to the threats against Singh were not disclosed, Canada emphasized its collaboration with domestic and international security and intelligence partners to safeguard the Sikh community from external threats. Singh has expressed reservations about the effectiveness of the duty-to-warn system, emphasizing the need for proactive prevention of foreign interference and violence on Canadian soil to ensure the safety of individuals and their families.
