“Deafblind Child’s Struggle Exposes Flaws in Special Needs System”

A mother from North West England, who struggled for over a year to secure specialized assistance for her deafblind child, expressed skepticism regarding potential improvements to the system. Kimberly Hind shared that her son Harvey, who relies on bilateral cochlear implants due to his limited vision, faced distressing experiences in a mainstream nursery, leading to fear of interacting with other children.

Despite Kimberly’s efforts to obtain an Education, Health, and Care Plan (EHCP) for Harvey, the process was prolonged, causing him to endure an unsuitable and overwhelming nursery environment. Kimberly expressed concerns that system reforms may not yield significant changes due to resource constraints within local authorities, potentially resulting in funding cuts.

Harvey lost his nursery placement during the extended EHCP wait, significantly exceeding the legal 20-week timeframe. The challenging journey to secure the EHCP adversely impacted Harvey and their family, leading to severe struggles in mainstream settings and affecting his well-being.

Following enrollment in a specialized school, Harvey’s positive transformation was evident, thriving in a smaller class environment and showing significant cognitive progress. However, the lingering effects of his previous ordeal include lingering fear of interacting with peers, despite his improved academic performance.

Recent research indicates that nearly half of parents of disabled children with complex needs express concerns that proposed reforms to the special educational needs system could reduce the limited support they currently receive. Sense’s study highlights parents’ experiences of lengthy delays, inconsistent decisions, and arduous processes when seeking support for their children.

Furthermore, the study reveals that a significant portion of parents experienced stress during the process of securing special educational needs and disabilities (SEND) support, with some reporting inadequate support delivery by their child’s school. Many parents had to make sacrifices in their professional lives, either reducing working hours or leaving their jobs entirely due to inadequate support for their child.

The government is set to announce plans for an overhaul of the SEND system in response to these challenges, aiming to address the issues raised in Sense’s research and engage more effectively with parents. Researchers surveyed 1,000 UK parents or carers of disabled children with complex needs to gather insights for the study.
