The Alberta government’s decision to allow hunters to use dogs for black bear hunting as a means to aid caribou conservation efforts is facing skepticism from wildlife biologists. This regulation change, initially introduced last year by Forestry and Parks Minister Todd Loewen, has sparked mixed reactions from wildlife advocates and hunters. While the government argues that the move supports predator management in areas of caribou recovery concern, critics, including former provincial caribou manager Dave Hervieux, dispute the effectiveness of hunting black bears with dogs for caribou conservation.

According to the annual Alberta Guide to Hunting Regulations, the decline in woodland caribou numbers in the province over the years has been a significant concern. However, Hervieux, who served with the Alberta government for more than four decades, refutes the idea that hunting black bears with dogs would benefit caribou conservation efforts, citing a lack of scientific evidence to support this claim.

Hervieux highlights that out of the 23 wildlife management units where hunting black bears with dogs is allowed, 10 do not encompass any caribou range, and two have minimal caribou presence historically. He emphasizes that the focus of black bear hunting with dogs is primarily in areas that are not caribou habitat, raising doubts about its direct impact on caribou populations.

While the provincial government has successfully controlled wolf populations to safeguard caribou, Hervieux stresses that targeting black bears through hunting may not yield the same conservation outcomes. He emphasizes the need for habitat conservation and recovery to ensure the long-term survival of caribou populations, suggesting that addressing habitat loss is crucial for effective caribou conservation.

University of Alberta ecology professor Mark Boyce echoes Hervieux’s concerns, emphasizing that the scientific community does not support hunting black bears with dogs for caribou protection. Boyce’s research indicates minimal black bear predation on caribou in Alberta, questioning the necessity and effectiveness of this hunting practice for caribou conservation.

Additionally, Boyce raises concerns about the potential risks associated with using dogs to hunt black bears in grizzly bear habitat, emphasizing the need for a comprehensive approach to wildlife management that considers the ecological balance of the ecosystem.

Despite the government’s assertion that the use of dogs for black bear hunting provides sustainable hunting opportunities and contributes to caribou conservation as a secondary benefit, critics like Hervieux and Boyce argue that this approach lacks scientific basis and consultation with experts in the field. The debate continues as stakeholders advocate for evidence-based strategies to ensure the protection and recovery of caribou populations in Alberta.
