Families of Nursery Abuse Victims Demand Immediate Changes

Families of children enrolled at a nursery where a despicable child abuser targeted sleeping youngsters are set to push the Education Secretary for immediate changes. Bridget Phillipson is scheduled to have discussions with parents whose children were enrolled at Bright Horizons nursery on Finchley Road in London, following the sentencing of former nursery staff member Vincent Chan to 18 years in prison. Chan, who received his sentence in February, was found guilty of assaulting young children in a series of assaults described as “every parent’s worst nightmare.”

He admitted to 26 distressing charges, including five of sexually penetrating a child and four of sexually touching a child. Some parents of Chan’s victims are taking legal action against Bright Horizons and are demanding that the nursery itself face legal consequences. The families are urging Ms. Phillipson to enhance child protection measures in the early childhood education sector. They stated, “Chan exploited the failings in safeguarding that were in place. These failures provided the ideal environment for a predator to operate. We seek accountability for all shortcomings and are resolute in ensuring the safety of other children from similar harm.”

Parents are advocating for an early alert system that would enable families and whistleblowers to report concerns in early childhood settings to an independent external entity. They are also pushing for the implementation of CCTV or body-worn cameras in such settings, a mandatory rule of two-adult supervision in larger settings, and stricter controls on the use of nursery-owned devices. In December, Ms. Phillipson announced the immediate establishment of a comprehensive local child safeguarding review to draw lessons from this disturbing case.

In a message to affected families and parents nationwide, she pledged to “eradicate abuse from all corners” and “eliminate this evil from our society.” The Education Secretary also revealed plans to assemble an expert advisory panel to develop guidelines for the sector on the secure and efficient utilization of CCTV and digital devices. In January, Education Minister Olivia Bailey informed MPs that the Government is contemplating the compulsory use of CCTV in early childhood settings as part of the review.

Law firm Leigh Day, representing 52 affected families, sent an initial legal notice to Bright Horizons in December. Alison Millar, head of the abuse department at Leigh Day, remarked, “We have just commenced investigations into the events at Bright Horizons Finchley Road Nursery and have already heard from parents who raised concerns about staffing, supervision, and the troubling behavior of the perpetrator towards children, but these concerns went unaddressed.” The firm fully supports the families in their demands for improved safeguarding standards and early warning escalation procedures.

Following Chan’s sentencing, Bright Horizons issued a statement saying, “Ensuring the safety of children is our utmost priority. Vincent Chan betrayed that trust. His actions were abhorrent and deceitful, contradicting the caring and compassionate environment our dedicated staff provide to children daily.”
