“Inquiry Begins into Fatal Shooting by Tofino RCMP”

Published on

A coroner’s inquiry is set to commence on Tuesday regarding the fatal shooting of a 28-year-old man from the Tla-o-qui-aht First Nation by Tofino RCMP in 2021, which occurred during a wellness check. The individual, known as Julian Jones or JJ to his loved ones, was shot and killed at a residence in Opitsaht, a village within the First Nation near Tofino, British Columbia. His tragic death has raised concerns within the close-knit community about the role of law enforcement, prompting calls for scrutiny.

The inquiry will be held in Port Alberni and is scheduled to start on Tuesday at 9:30 a.m. Elmer Frank, the chief councillor of the Tla-o-qui-aht First Nation, expressed satisfaction that Jones’s death is being reinvestigated. He emphasized the importance of examining the circumstances surrounding the incident.

A coroner’s inquiry does not assign blame or criminal liability but seeks to shed light on the facts and events leading to a death, serving the public interest. It may issue non-binding recommendations aimed at preventing similar tragedies. Frank voiced hope that the recommendations stemming from the inquiry will be heeded.

The incident took place on February 27, 2021, when two RCMP officers responded to a report of a woman allegedly being sexually assaulted and held against her will. Following an encounter at the residence, where one man was arrested, the officers encountered Jones wielding two metal files as weapons. Subsequently, one of the officers deployed a Taser on Jones, who then advanced towards them, leading to the fatal shooting.

Despite an investigation, the Independent Investigations Office (IIO) announced in 2022 that no charges would be recommended against the involved officers. The lack of accountability has sparked frustration within the community, particularly among Jones’s family members, who have mourned his loss and sought justice through various commemorations.

Jones’s sister, Laura Manson, fondly remembers him as a caring individual who took pride in celebrating his Tla-o-qui-aht heritage through music and dance. His untimely death has deeply impacted the family, leaving his surviving brother severely traumatized by the events he witnessed. Manson expressed dismay that the individuals involved in her brother’s death are not compelled to testify at the inquiry, which has come too late to incorporate the perspective of their late mother.

The tragedy surrounding Jones’s death has led to broader calls for reform within the Tla-o-qui-aht community, following a similar fatal police shooting of another member, Chantel Moore, in New Brunswick. These incidents have eroded trust within the community, prompting the establishment of protocols for police interactions. To prevent future tragedies, the Tla-o-qui-aht First Nation and the Nuu-chah-nulth Tribal Council have advocated for enhanced accountability, transparency, and policing reforms.

Judith Sayers, the president of the Nuu-chah-nulth Tribal Council, emphasized the need for answers regarding the circumstances of Jones’s shooting and highlighted the importance of involving community members in de-escalation efforts during police interventions. She called for collaborative efforts between law enforcement agencies and Indigenous communities to enhance trust and safety, suggesting alternative approaches to conducting wellness checks beyond police involvement.
