North Korean leader Kim Jong Un has pledged to expedite the development of a nuclear-equipped naval fleet and has revealed intentions to create undisclosed underwater weaponry in preparation for an upcoming visit by Chinese President Xi Jinping.

During a voyage on a 5,000-ton naval destroyer, Kim, accompanied by his emerging teenage daughter Kim Ju Ae, hinted at bolstering the nation’s naval capabilities to enhance its nuclear deterrence and strike capabilities both on and under the water. The plan includes constructing larger 10,000-ton-class destroyers and advancing secretive underwater armaments over a five-year defense strategy.

The Korean Central News Agency did not disclose any direct comments by Kim regarding Washington or Seoul during his tour, amid existing tensions over North Korea’s nuclear aspirations and stalled diplomatic relations.

The announcement coincided with reports confirming Xi’s imminent trip to North Korea, underscoring China’s efforts to strengthen its ties with its nuclear-armed neighbor.

In recent times, Kim has emphasized diplomatic engagements with Russia, including providing military support for Moscow’s involvement in the conflict in Ukraine.

The unveiling of a new uranium-enrichment facility by North Korea just before Xi’s planned visit signals Kim’s determination to fortify the country’s nuclear capabilities rapidly. The development of Kang Kon, the second destroyer revealed by North Korea, is seen as a pivotal advancement in expanding the reach and preemptive strike potential of its nuclear-armed military.

Despite claims that Kang Kon is equipped with various weapon systems, doubts have been raised by experts regarding its operational effectiveness. The vessel was damaged during a launch mishap last year but was reportedly repaired and relaunched, although concerns persist about its full functionality. Kim has proposed the construction of two additional 5,000-ton-class destroyers.
