Labour’s policing minister has expressed optimism about the progress being made in combatting the issue of shoplifting in the UK. Recent statistics indicate a decrease in reported incidents and an increase in prosecution rates, signaling a positive shift in addressing this longstanding problem.
Sarah Jones, who was recently reappointed to her position by Andy Burnham, highlighted the notable shift in how seriously the retail sector is now addressing shoplifting, following years of inadequate action. Data released by the Office for National Statistics (ONS) revealed a 4% decline in shoplifting cases in the year up to March 2026, although the overall number remains relatively high at over 507,000 offenses.
This decrease marks a notable improvement from the previous year when cases exceeded 530,000. Additionally, separate figures from the Home Office show a rise in the charge rate for shoplifting offenses, now standing at 23.2%.
In response to the encouraging statistics, Jones emphasized the ongoing efforts to combat retail crime, stressing the negative impact of such offenses on shopworkers, businesses, and communities. She highlighted a 19% increase in shoplifting charges, indicating a stronger stance on prosecuting offenders and delivering justice.
Jones underscored the significance of the government’s Crime and Policing Act in addressing loopholes that previously hindered effective prosecution of shoplifting crimes. She noted that under Labour’s legislation, all incidents of shop theft are now treated as general theft, with the potential for a maximum prison sentence of up to seven years.
The Mirror’s Clamp Down on Shoplifting Campaign, supported by major retailers such as Co-op, Nisa, and John Lewis, has advocated for closing legal loopholes and enhancing police presence on high streets to deter theft.
Jones also stressed the importance of addressing the root causes of theft and ensuring mandatory police investigations for reported cases. She affirmed a zero-tolerance approach toward shoplifting and announced plans to make assaulting a retail worker a specific criminal offense to protect employees.
Acknowledging the positive impact of bolstered police presence with an additional 3,800 officers and PCSOs since March 2025, Jones expressed confidence in the progress made in tackling theft on high streets, signaling a reversal of neglect in this area.
Lisa Maslen, Lead of the National Business Crime Centre (NBCC), echoed the sentiment of collaborative efforts through the Tackling Retail Crime Together Plan, emphasizing the need for a unified response from law enforcement, retailers, and partners to combat prolific offenders and improve outcomes for victims.
The commitment to enhancing neighborhood policing, coupled with stronger legislation and increased enforcement, is beginning to yield positive results in the ongoing battle against retail crime.
