The individual in question, Biwei Zhang, served as an intern at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium. While Belgian officials did not disclose her identity, a CBC News investigation identified her as Zhang, a systems engineer with an economics background. Zhang’s professional history includes previous roles at the Canadian Space Agency and Statistics Canada.
Reports from security sources in Europe, including Reuters, suggest that Zhang’s behavior at SHAPE raised suspicions among NATO’s internal security services. Allegedly, she displayed excessive curiosity about her colleagues, accessed unauthorized areas, and viewed files beyond her role’s scope in the IT Department.
Zhang is currently detained by Belgian security authorities, and the accusations against her have not been legally proven. Public Safety Minister Caputo has confirmed that the committee will investigate how Zhang obtained the internship at NATO, the security screenings conducted before granting her access, any concerns raised by Canadian or allied agencies, and the monitoring protocols in place.
The situation has triggered a review of Canada’s security screening protocols. Minister of Public Safety Gary Anandasangaree has pledged to examine Zhang’s potential affiliations with Canadian agencies to prevent similar incidents in the future.
