The revised agreement, as initially disclosed by allNewfoundlandLabrador, includes a provision for guaranteed transmission access of 985 megawatts through Quebec. This provision allows Newfoundland and Labrador to sell up to that capacity of electricity generated from the Churchill River by leveraging Quebec’s transmission infrastructure to reach other markets, such as supplying power to states like Massachusetts.

Unlike the previous Churchill Falls memorandum of understanding (MOU) that lacked assurances of transmission access, the new deal ensures that Newfoundland and Labrador can utilize Quebec’s transmission network to export surplus energy that would otherwise have been reserved for the province but remained unused.

While the information was confirmed by a confidential source familiar with the agreement, not authorized to speak publicly, former civil servant Ron Penney emphasized the potential significance of this transmission access provision, stating, “It would be a big, a big change, no question and very advantageous to us.”
