“Stelco Holdings Implements Layoffs Amid Industry Challenges”

Published on

Stelco Holdings recently implemented layoffs affecting 85 employees, as reported by union leader Ron Wells. This decision followed the issuance of 90 layoff notices by the company the week prior. The U.S.-owned steelmaker attributes the layoffs, which may reach 500 workers in Hamilton and Nanticoke, Ont., to factors such as the Canada-U.S. trade war, technological advancements, and changing demand dynamics that are impacting the industry’s workforce.

Statistics from Statistics Canada reveal a decline in direct employment within Canada’s primary steel manufacturing sector from nearly 29,000 workers in 2003 to approximately 14,000 workers as of July. Wells, who serves as the president of United Steelworkers Local 1005 and has a long history with Stelco, noted that the company’s workforce stood at around 14,000 employees when he first joined.

The shift towards more streamlined operations in steel production has led to a reduction in the number of workers required to produce a ton of steel, according to Wells. This trend is reflected in U.S. regulatory filings, which indicate that Cleveland-Cliffs, the owner of Stelco and North America’s largest flat-rolled steel producer, witnessed a decrease in its workforce from about 30,000 employees to approximately 25,000 between December 31, 2024, and December 31, 2025.

Recent job cuts in the steel industry include 600 layoffs in Dearborn, Mich., attributed to soft demand from North American automakers, and another 600 cuts in Minnesota to align with reduced blast furnace demand. These developments are part of broader industry trends influenced by factors such as tariffs, market conditions, and operational adjustments.

In response to the impact of U.S. tariffs and market challenges, Stelco announced layoffs at its Ontario operations, leading to tensions between the company and the Canadian government over workforce obligations under the Investment Canada Act. Similar challenges have affected other steelworkers in Ontario, such as those at Algoma Steel and ArcelorMittal Long Products Canada, who faced layoffs and facility closures due to various market pressures.

Efforts to address the influx of cheaper foreign steel imports and protect Canadian producers have been a focal point for industry stakeholders. Calls for increased tariff-rate quotas to safeguard domestic steel production have been raised, emphasizing the need for measures to mitigate the influence of offshore competition on Canadian steel prices and market share.

As negotiations and discussions continue between industry players and government officials, the steel industry’s landscape in the U.S. and Canada presents contrasting outlooks. While U.S. steel production is projected to increase amidst shifting trade dynamics, Canadian producers are grappling with challenges related to tariffs, market access, and operational adjustments.

Despite the uncertainties and disruptions in the steel industry, stakeholders like Wells remain hopeful for a resolution that preserves jobs and supports the long-term viability of steel manufacturing in Canada. Amidst ongoing discussions and potential legal disputes, there is optimism that collaborative efforts and policy interventions can address the industry’s challenges and pave the way for a sustainable future for steelworkers and producers.
