Thousands more students will now have the opportunity to benefit from discounted train fares as the eligibility for railcards has been expanded.
In a positive development for young people, government officials have revealed that the 16-17 Saver Railcards will now be valid for a full year starting from the purchase date, instead of expiring when the cardholder turns 18.
Effective from August 17, the new regulations allow young individuals to use the railcard until the day before their 19th birthday. This allows them to apply for a new annual railcard up to the day before turning 18, ensuring it remains valid for a full 12 months.
The 16-17 Saver Railcards, accessible to those in education or training, are priced at £35 per year and offer a 50% discount on rail tickets to assist young commuters traveling to school, college, or work. Additionally, a separate 16-25 Railcard provides a third off rail fares.
Previously, more than 70,000 students each year missed out on the maximum discount available, resulting in an average loss of £175 compared to their peers, as stated by the Department for Transport.
Transportation expenses pose a significant challenge for young individuals entering the workforce. By expanding access to reduced rail fares, in conjunction with the forthcoming £2 bus fare cap introduced by Andy Burnham for next year, more young people are expected to access various opportunities.
Rail Minister Lord Peter Hendy expressed his satisfaction with the change, emphasizing its support for young people and families in reducing travel costs during crucial stages of teenagers’ lives, whether they are pursuing further education, vocational pathways, or starting their careers.
These modifications coincide with numerous fare and ticketing reforms preceding the launch of Great British Railways. Contactless payment options like Pay-As-You-Go and trials of innovative Digital ticketing are expanding beyond London to Manchester, Yorkshire, and the East and West Midlands.
Plans are in progress to create a GBR website and app that will serve as a comprehensive platform for passengers to purchase tickets, check train schedules, and claim Delay Repay.
The updated rules align the 16-17 Saver with other youth Railcards, allowing passengers to acquire the 26-30 Railcard the day before their 31st birthday, which remains valid for a full year.
Jacqueline Starr, Executive Chair & Chief Executive of the Rail Delivery Group, highlighted the importance of enabling customers turning 18 during their academic year to enjoy a full year of savings on rail travel, ensuring continuous benefits of a 50% discount throughout their education journey.
Kaynat Ahmad, National Union of Students’ Vice President Further Education, emphasized the essential role of the 16-17 Saver for young individuals reliant on trains for commuting to educational institutions, work, or training. Extension of the savings past the 18th birthday is seen as a measure to alleviate financial burdens associated with commuting, allowing young people to benefit from cost savings.
The move towards making travel more equitable and affordable is a key aspect of the vision for Great British Railways. Simplifying fares and prioritizing passenger needs aims to create a more user-friendly, cost-effective railway system.
