Transitioning from Sir Keir Starmer, Burnham steps into the UK’s economic landscape, which exhibited robust growth compared to other G7 nations in the initial quarter of the year, followed by a slight contraction in April and marginal growth in May.

However, the trajectory of government borrowing continues to ascend, accompanied by substantial interest obligations, while the nation’s public debt nears the £3 trillion mark. Burnham has indicated a commitment to uphold Labour’s manifesto by refraining from increasing income tax, VAT, or national insurance. With these taxes constituting a significant portion of total tax revenues, Burnham and his Chancellor may find themselves restricted in terms of policy adjustments, potentially necessitating a wait until the autumn Budget for detailed strategies.

One key tax reform Burnham advocates involves revisiting business rates, proposing a potential hike in warehouse property taxes to facilitate tax cuts for pubs and select high-street businesses. This proposal, integral to his successful by-election campaign for Makerfield’s MP seat, outlines a 20% reduction for pubs, clubs, and music venues, alongside an elevation in the business rates threshold for smaller independent enterprises in the hospitality, leisure, and retail sectors.

While increasing income tax may not be on the immediate agenda, attention is likely to focus on tax thresholds and bands, with concerns raised over frozen thresholds impacting individuals as their earnings rise. The debate extends to pension policies, with Burnham affirming the commitment to the “triple lock” pension pledge, despite considerations for potential reforms in pension contributions, particularly for higher earners.

Additionally, discussions revolve around capital gains tax (CGT) adjustments, with suggestions to align CGT rates with income tax rates to potentially offset the impact through income tax cuts. The prospect of a wealth tax remains under scrutiny, with Burnham signaling openness to the idea but emphasizing the need for unity over division in tax policies.

Proposals for overhauling property taxes, such as council tax and stamp duty, have gained traction, with calls for a shift towards a proportional property tax system. While such reforms could have varying impacts across regions, their implementation and the associated complexities pose challenges that may require substantial time.

Efforts to enhance tax compliance and address the tax gap, estimated at a staggering £59 billion, are also underway, with a focus on tackling discrepancies in tax payments, particularly among small businesses. Amidst calls for increased taxation on banking profits to fund social welfare initiatives, considerations for maintaining competitiveness within the financial sector remain integral to tax policy discussions.

As Burnham navigates the intricate landscape of tax reforms and revenue generation, the road ahead is marked by deliberation, balancing fiscal sustainability with economic growth objectives.
