The mother of PC Andrew Harper expressed dismay over the possibility of her son’s killers being eligible for early release under the new sentencing reforms. Prime Minister Andy Burnham announced that certain offenses such as rape and serious child sexual offenses would be excluded from the scheme to alleviate prison overcrowding. Despite this, criticism arose as it was revealed that two of PC Harper’s killers could still qualify for early release.
PC Harper tragically lost his life while responding to a quad bike theft in Sulhamstead, Berkshire, in August 2019. The incident resulted in fatal injuries as he was dragged by a car driven by Henry Long, who received a 16-year sentence unaffected by the new scheme. On the other hand, passengers Jessie Cole and Albert Bowers, who were sentenced to 13 years for manslaughter, might become eligible for release after serving half of their sentences.
Debbie Adlam, PC Harper’s mother, expressed disappointment and a sense of betrayal, stating that the family feels like they are once again being let down by the justice system. She emphasized that the price for accommodating the prison system’s constraints is being paid by families like theirs and urged for alternative solutions to be explored.
Thames Valley Police Chief Constable Jason Hogg echoed the sentiment of disappointment, emphasizing that the decision to allow early release for PC Harper’s killers undermines the justice system. He highlighted that if the offenders were convicted today, they would receive life sentences under the law named after PC Harper, preventing them from being eligible for early release.
In response to public outcry, Prime Minister Burnham announced further restrictions on the early release scheme, excluding individuals convicted of specific serious offenses. He assured the public of enhanced community supervision measures for offenders, including curfews and electronic tagging. PC Harper’s widow, Lissie Harper, condemned the early release of killers as an affront to justice and a betrayal of victims and their families.
Justice Secretary Alex Norris, while acknowledging the distress caused by the measures, emphasized the necessity of the changes to prevent a shortage of prison spaces in the upcoming months. He expressed regret over the impact on individuals like Lissie Harper and clarified that the adjustments to the scheme would result in fewer prisoners being released early.
