“PM Carney Announces $1.2B Investment in Marine Protection”

Prime Minister Mark Carney revealed a $1.2 billion federal investment in safeguarding oceans on Tuesday, amid ongoing deliberations regarding a new pipeline project towards the West Coast and the expansion of a significant port in Metro Vancouver. Carney expressed concerns about the potential increase in marine traffic and its impact on marine habitats that require protection. He emphasized the necessity to enhance systems to shield marine life in case of emergencies.

The allocated funds are designated for various initiatives, including bolstering the Canadian Coast Guard’s capability to oversee marine activities, establishing a national near-shore weather prediction system, and formulating a response strategy for oil spills involving marine mammals. Carney also outlined plans to upgrade search and rescue facilities, enhance seabed mapping, and strengthen efforts for fisheries conservation.

The announcement, made in North Vancouver, precedes a crucial deadline for Ottawa to determine the national interest status of a proposed pipeline from Alberta to British Columbia’s southern coast. Carney highlighted the economic benefits of the pipeline project, emphasizing job creation and reduced reliance on the United States. He stressed the importance of responsible development alongside environmental protection in the government’s investment approach.

Carney assured that the proposed pipeline route would avoid sensitive areas and align with the existing Trans Mountain pipeline, with the ban on tankers along B.C.’s northern coast remaining in force. The impending referendum in Alberta on separation from Canada adds further complexity to the region’s economic and political landscape.

Moreover, LNG Canada confirmed its intent to proceed with the Phase 2 expansion of its facility in Kitimat, B.C., which would double its operational capacity. Carney’s endorsement of the Port of Vancouver’s Roberts Bank terminal expansion underscores the government’s commitment to diversifying trade partners and strengthening export capabilities beyond the U.S.

With the anticipated rise in ship traffic at the Port of Vancouver, Carney emphasized the importance of implementing robust measures to protect marine life, particularly the endangered southern resident killer whales. Efforts to mitigate underwater noise impacting whales and funding for Indigenous-led stewardship initiatives in the Lower Fraser River Estuary were also highlighted.

The new funding includes provisions for enhancing front-line fisheries enforcement, equipping officers with modern tools like drones, and supporting collaborative conservation and governance efforts in the Great Bear Sea region. Coastal First Nations and environmental groups have welcomed the funding as a step towards addressing the potential risks associated with increased vessel traffic and economic development projects, while urging for heightened environmental safeguards.
