Police Forces Struggle to Combat Online Child Sexual Abuse

Overburdened law enforcement agencies are facing challenges in keeping pace with the escalating number of online child sexual abuse cases, leading to significant delays of up to two years before interventions are initiated for victims.

A concerning report revealed that several police forces in England and Wales lack sufficient personnel to address the growing crisis, with a 66% surge in cases within a year. The inspection by His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) disclosed that investigators are handling up to 54 active cases simultaneously, causing unacceptable delays in examining seized electronic devices like laptops and phones that potentially contain illicit images of minors.

The report emphasized the urgency for increased investment to manage the surge in cases. Chief Inspector of Constabulary Michelle Skeer stressed the pressing need for resources to match the escalating demand, stating that children are enduring prolonged waits for protection while investigators are overwhelmed with unsustainable workloads.

Furthermore, Skeer highlighted the critical nature of online child sexual abuse as one of the most severe and rapidly growing offenses in the UK. Data from the National Crime Agency (NCA) indicated a sharp rise in referrals for online child sexual abuse, reaching 20,704 in 2024, up from 12,469 the previous year.

The inspection report also underscored the necessity for standardized training for officers handling online child sexual abuse cases, citing inconsistencies in approaches across different regions. It called for a more coordinated approach in addressing these cases and managing sex offenders to enhance effectiveness.

Moreover, the HMICFRS raised concerns about the practice of releasing suspects under investigation without bail, potentially allowing offenders to continue exploiting children online.
