Holidaymakers planning a trip to France are being cautioned about stringent new regulations that could lead to immediate fines of up to €500. Despite being a preferred destination for UK tourists, France has implemented a nationwide prohibition on oral nicotine products starting from April 1, 2026, which is likely to catch many visitors off guard.
According to a spokesperson for tobacco retailer Northerner, the recent law in France completely outlaws nicotine pouches and similar oral nicotine items. The ban encompasses the sale, importation, possession, and usage of these products, putting holidaymakers at risk of violating the law merely by carrying pouches with them.
Potential repercussions include fines that could range from €100 to over €500 imposed on the spot, along with potential legal penalties. Travelers are advised not to bring any nicotine pouches when visiting France.
The ban encompasses all products containing nicotine (whether synthetic or natural) that are intended for oral use and are commercially packaged. This includes non-medicinal pouches, gums, lozenges, beads, pastes, strips, and liquids. However, smokeless tobacco products like chewing tobacco are exempt from this prohibition.
In addition to the pouch ban, France is also tightening its regulations on smoking. Smoking is now prohibited in numerous outdoor public spaces such as beaches, parks, school surroundings, outdoor sports venues, and bus stops. Violators can face fines ranging from €90 to €135, and the amounts can escalate significantly if left unpaid.
Markus Lindblad, the Head of External Affairs at Northerner, highlighted that France still grapples with a high smoking prevalence, approximately 23% compared to the UK’s 12%. The ban on nicotine pouches eliminates a potentially safer alternative for French smokers, despite the known health risks associated with traditional cigarettes.
Lindblad criticized the inconsistency of the ban, noting that while nicotine pouches are prohibited, chewing tobacco, which is acknowledged for its cancer-causing properties, remains legal. He suggested that if the French government aims to enhance public health, it would be more logical to regulate alcohol, which poses significant health risks, rather than prohibiting nicotine pouches. Lindblad emphasized the need for strict regulation rather than an outright ban on nicotine pouches.
