“Police Warn of Off-Road E-Bike Dangers After Fatal Collision”

Police have issued a warning about the risks associated with ‘off-road’ e-bikes following a tragic incident where a grandmother was fatally struck. Billy Stokoe, 19, disguised with a balaclava, collided with 86-year-old Gloria Stephenson while riding a £4,000 Sur-Ron Light Bee X bike.

Authorities urge the public to report any instances of e-bikes being operated recklessly on public roads as these bikes are only permitted on private property. When modified, these off-road bikes can accelerate from 0 to 60 mph in just 6.8 seconds.

Superintendent Billy Mulligan, who oversaw the investigation into the death of Gloria Stephenson, emphasized the importance of reporting individuals riding such bikes without the necessary qualifications and insurance. He pointed out that many young riders are unaware of the legal requirements and safety protocols.

Highlighting the need for proper licensing and insurance, Supt. Mulligan stressed that these high-powered bikes should not be ridden on public roads but restricted to private land. He also mentioned that the issue extends beyond the local region, emphasizing the national significance of the matter.

In a show of appreciation, the police acknowledged the efforts of bystanders who assisted Gloria at the scene before Stokoe fled on his bike. Stokoe’s mother eventually brought him to the police station, prompted by public appeals for information to identify the rider.

The investigation benefitted significantly from dashcam and in-car technology footage, which helped establish the sequence of events leading to the fatal collision. Supt. Mulligan praised the community for its support in identifying the rider swiftly and highlighted the critical role played by the initial responders in providing care to Gloria.

Stokoe, found to be under the influence of a controlled substance, was seen on CCTV and doorbell footage riding recklessly without proper control or safety gear. The superintendent emphasized the substantial risks posed by such behavior, particularly in busy areas with vulnerable road users.

Police are equipped with specialized resources, including trained officers, road police teams, and drone surveillance, to pursue and apprehend offenders. Utilizing innovative tactics like DNA selector spray, law enforcement aims to address the illegal use of high-powered bikes effectively.

The police intend to destroy Stokoe’s bike as part of their enforcement measures, with Supt. Mulligan asserting the necessity of such actions.
