Royal Mail Faces New Penalty Over Missed Delivery Targets

Royal Mail faces the possibility of incurring another substantial penalty for failing to meet letter delivery targets once more. The company disclosed that only 75.7% of first class mail was delivered the next working day, with 96.4% delivered within three days. For second class mail, 90.2% was delivered within three working days and 98.2% within five days, missing both existing and newly imposed targets. This has resulted in a significant number of items being delayed, exacerbated by a recent increase in stamp prices.

The cost of first class stamps rose by 10p to £1.80 on April 7, marking a substantial increase from 64p in 2016, representing a 181% surge over the past decade. Second class stamps also saw a hike of 4p to 91p. Following a £21 million penalty from Ofcom in the previous financial year for missing targets, Royal Mail could potentially face another fine.

Royal Mail attributed the delivery challenges to a difficult start to the year but indicated improvements were underway. By March, the company reported delivering 81.1% of first class mail within one working day and 90.2% of second class mail within three working days.

Critics, including Tom MacInnes, Director of Policy at Citizens Advice, expressed frustration over Royal Mail’s consistent failure to meet delivery targets. MacInnes emphasized the urgency for improvement in service quality, particularly for customers who continue to experience delays despite higher stamp prices.

During a parliamentary appearance in March, Royal Mail’s owner, Daniel Kretinsky, apologized for delivery disruptions but disputed claims of a deteriorating track record in timely deliveries. Royal Mail’s Chief Operating Officer, Jamie Stephenson, highlighted ongoing investments to enhance reliability and meet new delivery targets, acknowledging that implementing lasting changes across their extensive network would take time.

Stephenson outlined plans to deploy a new delivery model nationwide by the Christmas peak period, setting clear quarterly targets as network changes are implemented. Early performance assessments indicate progress aligned with the plan, signaling a positive trajectory for Royal Mail’s operational improvements.
