An individual previously facing an arrest warrant went on to commit a heinous act of sexually assaulting and killing his girlfriend’s two-year-old child after a period of prolonged abuse. The tragic incident unfolded in Thornaby, Teesside, where Isabelle Welsh suffered extensive mistreatment, including sustaining 21 fractures, before collapsing in September.

Following a court trial at Teesside Crown Court, Alexandra Walker, aged 26, and her partner Harrison Simpson, aged 22, were found guilty of murder and child cruelty related to Isabelle’s case. Simpson was further convicted of sexually assaulting the victim, while Walker was acquitted of the same charge.

Reports revealed that Cleveland Police failed to execute an arrest warrant issued against Simpson in March 2024 by Teesside Magistrates’ Court due to his non-appearance in court for violating a non-molestation order aimed at safeguarding victims of domestic violence. The order stemmed from allegations of Simpson harassing and menacing a woman.

In response to the oversight, the police department acknowledged that multiple efforts to locate and apprehend Simpson proved futile, leading to significant delays in addressing the outstanding warrant. However, steps have since been taken to enhance suspect management procedures, including improved warrant tracking systems and enhanced oversight mechanisms.

During sentencing, Ms Justice Norton described Isabelle’s death as the culmination of a sustained pattern of violence orchestrated by the defendants, who attempted to conceal their actions. The court sentenced Simpson to life imprisonment with a minimum term of 28 years and six months, while Walker received a 22-year sentence, both accounting for time spent in custody. Prosecutor Paul Abrahams emphasized the deliberate and extreme nature of the violence inflicted.

Ms Justice Norton lamented the tragedy of a young child losing her life due to the cruelty of those entrusted with her care, highlighting the profound distress caused by such a heartbreaking circumstance. The judge noted that Isabelle suffered fatal head trauma within 24 hours of her demise and was also sexually assaulted during the same period, underscoring the brutality of the events.
