A man who had been imprisoned for 17 years for a rape he did not commit expressed relief that the true culprit had been apprehended, bringing closure to the victim. Paul Quinn, 52, was convicted after eluding authorities for over two decades for a violent assault on a young mother in 2003. Meanwhile, innocent Andrew Malkinson, who was wrongly jailed for the crime in 2004, was exonerated in 2023 after a prolonged advocacy effort.
On Quinn’s guilty verdict, he remarked that justice had finally prevailed for the victim, himself, and the community. He criticized the authorities for their delayed action, asserting that if they had acted promptly, Quinn could have been apprehended much earlier. Quinn was found guilty of multiple charges, including rape, causing grievous bodily harm, and attempted strangulation, at the Manchester Crown Court.
The trial revealed that Quinn’s DNA was discovered on the victim’s clothing in 2022 through a fresh forensic review, despite authorities being aware of unidentified DNA on the victim since 2007. The Criminal Cases Review Commission’s refusal to commission further forensic analysis was also highlighted, leading to a delayed pursuit of justice.
An investigation by the Independent Office for Police Conduct (IOPC) is underway involving former Greater Manchester Police officers suspected of gross misconduct. Quinn admitted in court that the DNA found on the victim’s clothing belonged to him, suggesting possible involvement with multiple local women. Additionally, Quinn’s criminal history, including previous rape convictions, and his online searches related to the case were presented during the trial.
The delay in matching Quinn’s DNA to the crime in 2022 despite his DNA being on record since 2012 raised concerns about the handling of the case. The law charity APPEAL emphasized the need for improved DNA searching procedures to prevent similar miscarriages of justice in the future.
Following Quinn’s conviction, apologies were extended to Malkinson for the wrongful imprisonment, with efforts underway to address the impact on his life and family. Legal representatives emphasized the failures of law enforcement and investigative bodies in ensuring a fair trial for both the victim and Malkinson, calling for accountability and reforms to prevent such injustices in the future.
