Sikh Canadian Activist Receives “Duty to Warn” Letter

Another Sikh Canadian activist has received a “duty to warn” letter, raising doubts about the Carney government’s assertion that it has effectively tackled Indian government foreign interference and transnational repression.

Inderjeet Singh Gosal reported receiving the letter on August 14 after being contacted by the RCMP in Caledon, Ontario. These letters are issued by police when there is credible intelligence indicating a threat to a citizen’s life. They typically do not disclose specifics about the threat.

Gosal shared that the RCMP informed him of a threat to his life and requested to meet him urgently to provide the warning in writing. He declined an offer to enroll in a witness protection program, expressing his commitment to campaigning for the Khalistan referendum.

The term “Khalistan” refers to the proposed independent Sikh homeland in India’s Punjab region, advocated by Sikh separatists. The series of non-binding referendums held by Sikhs for Justice in various diaspora communities since 2021 has antagonized the Indian government.

Following the assassination of Hardeep Singh Nijjar in June 2023, Gurpatwant Singh Pannun appointed Gosal to lead the Canadian referendum campaign. Gosal indicated that this latest letter marks his sixth official police warning.

The issuance of such warning letters by Canadian authorities has become more frequent amid efforts by the Carney government to mend relations with the Narendra Modi administration. Despite assurances from India that it will not engage in illicit activities, the ongoing issuance of warning letters suggests lingering threats.

Canada has faced scrutiny from UN rapporteurs regarding its handling of threats to Canadian Sikhs, particularly activists like Moninder Singh. While Canada maintains its commitment to protecting its citizens, concerns persist among those targeted by the Indian government.

Gosal commended the RCMP for fulfilling their duty in notifying him of the threats but criticized the Carney government for its diplomatic overtures to India despite continued risks. He remains resolute in his advocacy for the upcoming referendum in Edmonton, Alberta, despite potential threats from the Indian government.
