A scientist known as Britain’s most notorious stalker is seeking to be repatriated to Iran upon his release from a two-decade-long imprisonment. Richard Jan, who targeted 200 victims and was sentenced to life in prison, has been granted permission by government authorities to be deported back to the Middle East once the Parole Board assesses that he no longer poses a threat to society.

Sir John Saunders, a former High Court Judge and current Parole Board member, has advocated for progress towards Jan’s release. In a disclosed document, he emphasized the need for constructive steps to facilitate Jan’s potential discharge, possibly through transfer to a secure medical facility or under the Tariff-Expired Removal Scheme (TERS) if endorsed by the Iranian Government.

Jan, aged 56, was incarcerated in 2004 following a seven-year spree of terror that involved fire-bombing residences, vandalizing property, making harassing phone calls, and targeting various professionals whom he suspected of conspiring against him. Law enforcement officials at the time labeled him as Britain’s most prolific stalker due to the extent of his offenses.

Despite being described as a cunning and coercive individual during his sentencing in 2004, Jan, with an exceptional IQ of 150, now desires to return to Iran after spending more than twenty years in confinement.

Records indicate that Jan renounced his British citizenship in 2011 to facilitate a potential deportation to Iran under the TERS program. However, concerns have been raised by the Parole Board regarding his continued risk to the public and the potential limitations in monitoring him if he is sent back to Iran.

While a deportation order has been issued and Iran has expressed readiness to accept Jan’s return, the Parole Board has declined to confirm that he no longer poses a danger to society. These developments came to light as Jan contested a decision blocking his release from prison, an appeal which was ultimately dismissed by Honorable Saunders.
