“Canada’s Defence Minister to Review Military Language Directive”

Canada’s Minister of Defence has announced a review of a 2025 directive regarding language use within military workplaces due to recent concerns. The Department of National Defence (DND) and the Canadian Armed Forces made changes in January 2025 to regulations determining the languages used for internal activities and services. Previously, units were categorized as English, French, or both, leading to challenges in meeting language requirements in unilingual regions. The updated directive, known as DAOD 5039-2, aligned internal language rules with the language designation of the office location under the Official Languages Act. Consequently, only workplaces in designated bilingual regions like New Brunswick and the National Capital Region were required to communicate solely in English and French. These adjustments did not impact communication with the public or military families, as the military continued to endorse the use of both official languages to promote inclusivity and respect for Canada’s linguistic diversity.

Following criticism from advocates and opposition parties regarding the perceived weakening of French language protection within the federal department, Defence Minister David McGuinty acknowledged the concerns and initiated a review of workplace language designations. The objective of the review is to assess the application of language requirements and determine if the current approach aligns with operational needs and upholds the language rights of the Defence Team. Although no specific timeline was provided for the review, the Conservative Party swiftly called for the immediate repeal of the changes, emphasizing the importance of allowing Francophone members to work and advance professionally in French regardless of their posting location in predominantly English-speaking regions.
