“Hero Alan Bates Slams Post Office Compensation Schemes”

Hero Alan Bates has criticized the compensation schemes established for victims of the Post Office Horizon IT scandal, describing them as a complete failure. Postmaster Sir Alan, who led the fight against the injustice, expressed his concerns to Members of Parliament, highlighting the various flaws in the schemes that have caused significant distress. He emphasized the detrimental impact and ongoing grief caused by these schemes.

Sir Alan, whose battle was depicted in the popular ITV series “Mr Bates vs the Post Office,” appeared before the Commons Public Accounts Committee alongside other advocates for victims of different scandals. The committee focused on examining the effectiveness of seven government compensation schemes, four of which are associated with the Post Office Horizon IT issue. By February of this year, victims had received £3.5 billion in compensation, with an estimated additional £11 billion still pending.

In his testimony, Sir Alan pointed out a fundamental flaw in the schemes – government involvement. He criticized the civil service for the delays and inefficiencies in handling the compensation processes. He cited an instance where a compensation scheme announced in March 2022 took three more years to become operational. Sir Alan advocated for independent oversight of such schemes to ensure fairness and transparency.

The committee also heard from Windrush commissioner Rev Clive Foster, who highlighted the fragile trust between victims and the government. He revealed that over half of the Windrush claimants had been informed that they would not receive any compensation, further undermining trust in the system. The committee was informed that victims of various scandals had lost confidence in the compensation procedures due to prolonged delays in resolving their cases.

Sir Alan criticized the complex legal processes involved in the compensation claims, expressing disappointment that only a fraction of Horizon victims had engaged in the compensation process despite having their convictions overturned. He emphasized the loss of trust in the system among victims, hindering their willingness to participate in the compensation proceedings.

Issues such as obtaining crucial information to support claims were raised during the hearing, with Rev Foster stating that many individuals were unsure where to begin. Sir Alan highlighted the challenges in accessing essential documents throughout the compensation process. The Met Office, investigating the Horizon scandal, recently engaged with victim groups, uncovering difficulties faced by the police in obtaining necessary evidence.

Sir Alan highlighted the massive volume of evidence gathered by the police for the criminal investigation into the scandal, raising concerns about delays in the process. Police chiefs had warned of potential delays of up to five years in the investigation without additional funding. The hearing shed light on the complexities and challenges faced by victims of various scandals in navigating the compensation systems, signaling the need for significant reforms to ensure timely and fair redress for those wronged by the state.
