Police officers inadvertently captured themselves making derogatory remarks and discussing potentially unlawful stop-search practices targeting Black individuals. The officers stationed at Bethel Street Police Station in Norwich were recorded joking about mistreating a suspect and leaving the camera on, which they had confiscated from a protester.
In the recorded footage, one officer appeared to admit to illegally stop-searching IC3 females and then arresting them, while another officer made a racially insensitive comment. Despite Norfolk Constabulary stating that they are still assessing the online content, they acknowledged that certain parts of the recordings could damage public trust in law enforcement. The police force claimed to have examined the stop and search procedures and found no proof of biased conduct by the officers.
Animal rights activist Gemma Barnes alleged that she was pushed down by a police officer at a protest and subsequently arrested, with her body camera confiscated. Following a complaint by Gemma in early 2023 regarding her treatment and the recorded conversations within the station, the Professional Standards Department of Norfolk Constabulary took action, resulting in three officers undergoing reflective practice. Dissatisfied with the handling of her complaint, Gemma is pursuing legal action against Norfolk Constabulary.
The initial incident occurred during a demonstration organized by Gemma and other activists protesting the killing of a pigeon in Norwich town center. Subsequently, police interviewed an elderly man who had apparently harmed the bird, leading to a petition signed by over 50,000 individuals urging the authorities to reconsider their decision not to prosecute him.
Gemma’s efforts to challenge the police’s decision culminated in her and fellow activists delivering a petition to the Bethel Road Police Station, where she was allegedly mistreated and arrested during the protest. Following a trial in November 2023, Gemma and the protester were acquitted.
In a separate part of the recording, officers were heard making disparaging remarks about another protester who is transgender. Gemma discovered the contentious comments on her camera after the trial concluded, expressing shock at the content and lack of accountability among the officers.
Gemma released the full video to raise awareness after snippets shared on social media gained traction. Her lawyer condemned the officers’ behavior and criticized the investigative processes that followed the incidents.
Norfolk Constabulary acknowledged the footage and disclosed ongoing investigations into the matter, emphasizing the importance of maintaining high standards in policing and committing to addressing any substantiated issues.
The circulated footage has sparked public concern and is currently under review by the authorities for further action based on factual evidence.
